The H-balancer from a 351M will work with a 400 crank, they are both 28oz externally balanced. The difference is the thickness of the dampening ring. Like a Boss 351 vs 351 Cleveland.
the fly wheels are not the same although all after market even ford replacements are
the 400 uses a 12 inch clutch and the 351m uses a 11 inch clutch... also stock originals are drilled and tapped only for such....
Original production ('77-'82) 351M and 400 flywheels were separate parts, with separate parts catalog listings. They were drilled and tapped for the specific clutch pressure plate for each engine. However, the castings and casting ID codes are the same for both parts, and they are interchangeable because both engines have the same external balance.
In 1985 (three years after 351M/400 production ended), Ford revised the flywheel design to incorporate drilled and tapped holes for both pressure plates. The separate parts catalog numbers were consolidated into a single service part number for both engines.
