Emission problem on 93 lightning

well i just spoke to the previous owner and he said the he never tune the computer when he installed the cam and rockers, lifters and the MAF could it be it just needs to be properly tuned? oh and i only see one o2 sensor before the cats and it looks new.

You can try getting it tuned, but I'm not sure how far that will get you with that cam. It's probably a HOG0,HOG1,WAY1 or VEX1 computer, which are widely supported and able to be tuned.
As I mentioned, and others mentioned, fuel treatments such as dry-gas, denatured alcohol, or ethanol (E85) can often make a car failing HC emissions pass.
