A couple of questions...
How would you cure/bake it?
How would you keep the powder out of where it doesn't belong?
If you have the facilities to do it properly, I'd say go for it.
I'm not sure how powder coating works. I only know that it really sticks to what your painting. I figured powder coating would put a very good coat of paint on the engine block that wouldn't come off.
Have a friend who powder coated the block, heads, waterpump, intake and just about all the nuts and bolts on his Cuda. It looks real good but I shiver to think what it cost. He sent it off to get done and I can find out where if interested. Powercoating is just that. I think they use a reverse polarity current to attrack the powder to the part and the put it in the oven to cure. It is deffinately the way to go if not too costly.
I know my old Ford is painted with old ford blue out of a rattle can. lol

We powder coated the frame of our formula car at NC State. I asked how they did it, and they said they charge the metal opposite of what they charge the paint powder, so when they are introduced to each other, the paint powder clings to the metal. It is then baked on. I'm not very familiar with how it works, but that is the basic principle. I don't see why you couldn't do an engine block, you'd just have to figure out a way to mask the gasket mating surfaces.
