89 shifter/ign switch probs

I have a 89 with a 302, auto, and tilt wheel. The ignition on it messed up the other day, I figured it was the actuator--no such luck. I replaced the ignition switch on the lower column and it will start when I push the actuator rod by hand. I figured that solved the problem. I go to put it in gear and its stuck in park. Is there some kind of shifter lock that may be stuck or broken? If so, how do I get to it? The column is mostly disassembled, do I need to remove the collar where the shifter goes in the column and have a look?

The upper actuator has the shift interlock, so it's probably broken.

I thought the upper actuator was the piece with the teeth that mesh with the lock cylinder. It has a spring loaded 'nipple' on it facing upwards, but I thought that was the steering lock--does it connect to the shifter somehow also or are we talking about different pieces. Thanks for your help, please keep it coming. I'm running out of ideas on this thing.

That's the part, but it goes forward and connects the lock cylinder to the ignition switch operating rod. They're known to break, especially if the grease gets dry or the switch binds. There are several threads about it - try searching.
