When the key is turned to the start position, nothing happens unless you really twist it as hard as you can. Once you get that last 64th of an inch movement it will engage the starter. My father in law is in his 80's (probably shouldn't be driving anymore but that is another post) doesn't have the finger strength to get that last little movement on the switch, plus I know eventually that won't work either.
Can the switch be adjusted to engage the starter earlier? Where is the switch actually located, is it right behind the key or somewhere else in the column?
the ignition switch is mounted on the sterring column, underneath the dash. you have to lower the column to get at it. from there, all you need to do is loosen the 2 mounting bolts, slide it up the column a bit and retighten. there is another possible source of the trouble though ... a broken pot-metal actuator rod further up in the steering wheel. first lower the column, work the key to see if the long steel rod is moving up and down as you turn the key ... if it does, then adjust the switch as i said and you should be good.
