Carburetor assistance

Need some assistane with the following piece of the fuel system that I have no idea as to what it is.

Id on vacuum chamber is EITE-9D448-HIA. I will attempt to insert a photo but relatively computer inept.

That , my friend , looks to be an EGR plate . If at all possible , Smog rules , Delete it . My 78 may or may not have the egr blocked , I'll never tell !
