I left the hood open on my 94 Explorer last week during the rain. My battery is draining overnight. I put my meter on the negative side of the battery in series and was getting a 2.6 amp drain. I started pulling fuses in the engine compartment and the two fuses that were drawing amps were the interior fuse box fuse 0.7 amps and the EEC 1.6 amps. They are right next to each other in the fuse box. I checked the interior fuses and the number 1 fuse is the culprit it is labeled for:
1. dome/courtesy lamps(I removed the light bulbs still draining)
2. Power Mirror (2 door only) Not mine it's a 4 door and I do have power mirrors but this fuse does not control it.
3. Radio Memory (Not factory I did not install so I do not know if it is wired up correctly)
So the EEC is the big culprit. Since I got water in the engine compartment and since these two fuses are right next to each other at the bottom of the fuse box think it might be the fuse box. I blew a lot of compressor air at it and it and no change. We have had dry weather an i have gotten the engine pretty hot several times since then and it has not dried it out (assuming this is the problem.)

I will pull the pcm relay tomorrow I think my manual will direct me to which one it is.
It shows interior fuse one wired to a battery saver relay/BSR and all interior lights including the glove box light and the under hood light are also wired to the BSR.
If the glove box or hood lamp switch is stuck closed the BSR should prevent the battery from draining, but it couldn't hurt to check them anyway.
I couldn't find the underhood EEC fuse that you mentioned, but it sounds like it just feeds the interior fuses.
I rechecked with the meter this morning after buying a new battery, it finally started to not take a charge. The EEC IV fuse was not draining. Just the 40 amp interior fuse box was making a drain. I found the glove box was the culprit and I just unplugged the light bulb because I could not find which relay you were talking about.
I don't know what fixed it. The air I blew on the computer last night or the new battery? That I doubt. I think I had the glove box open when I retested when i think about it. I did find though that the glove box was slightly bent away from the shut off button and if the glove box was shut full it could easily stay away from the button.
