OK, I'm in the Dallas area and we have new emissions testing. I flunked badly first go around. Changed TPS, PCV valve, EGR control valve, and O2 sensor. Went back for the retest and passed everything except hydrocarbons. Just missed, 175ppm allowed and I blew a 184ppm. I pulled codes and KOEO checks fine KOER gives a 44 (thermactor malfunction right side). Could this be the problem? What should I do to fix? Or, am I close enough that some 93 octane gas, gas treatment, new plugs, and a hot engine might sneak by.
The following applies to the 5.0. I don't know how well it applies to the 351.
The thermactor problem is probably related to a burned out check valve in the pipe which carries fresh air either to the exhaust system or engine. It is located at the back of the engine in the pipe which goes between the heads. Mine had rusted completely away. Costs about $12 at AZ.
But there are also some vacuum relays which control when the valves open to allow the air from the thermactor (smog pump) into the exhaust or engine, or dump to atmosphere. I would check them and all associated vacuum hoses out.

ps I live in Collin county, but was able to get all 5 of my vehicles inspected in April. Gave me some breathing room.

If I don't get this fixed, I'm scheduled to go to the Irving DPS inspection site and beg for a waiver, but they can't see me until mid July. Guess they're backed up with waiver requests due to the new law.
There are a couple of waiver options. Go to airchecktexas.com for details. I'm going for the low mileage waiver which means you have to spend at least $100 in repairs to try to fix the problem, then, if you still don't pass and drive the vehicle less than 5000 miles a year you can get a waiver. I believe the general waiver makes you spend $400 in repairs. Good luck.
They started giving you emissions testings, ouch. I'm sure a lot of people are unhappy about that. Here in MA we have a pretty tough one. I just got mine done because I just bought my truck. Here are my stats from the print out.
HC GPM=1.16 Limit=2.40
CO GPM=12.30 Limit=60.00
NOX GPM=1.53 Limit=4.50
co2 GPM=443.14 I don't know if that is good or bad theres no limit listed.
I had mine tested twice. I had the guy I bought it from test it before I bought it so I knew it would pass. When I tested it again, the numbers were a little lower then that, but I don't have the paper handy.
