When Cars Attack

Back in the day, likely the 90s, I once saw what best could be called a mocumentary that I think was called "When Cars Attack". It put forth the hypothesis that cars have a mind of their own and would go crazy often committing suicide. But before doing so would always drop a component on the ground that I think they called a "motivator". That this motivator was at the root of an auto industry conspiracy.

I'd like to find it again, I think this is it When Cars Attack (TV Movie 1997) - IMDb but I've been unable to find any way to watch it. Can't find any streaming videos online, Netflix nor amazon have it, haven't even been able to find a YouTube clip.

Anyone remember this, have a way to watch it, anything?
