Question Anyone know?

I bought my 98 f150 xlt back in december, it came with some regular keys, not pats, or nothing that looks like them. i wanted to put keyless entry in it. i called the ford dealer by me and they said that all 98 f150's have the pats and anti theft device on them. i was thinking that maybe the person who previously owned the truck before me lost the pats keys and disengaged the system so he wouldn't have to buy the new expensive keys. does anyones f150 have regular keys? and how can i tell if it does have the anti theft device? i tried to put the key into the ignition and rotate it (forgot how many number of times), but since its not a pats key it doesn't work.
