Hopefully this might be of some help. The shop manual says to adjust the float level to 1.322-1.353 inches. This is measured from the bottom of the float(not on the seam) to the bottom of the gasket-- which will be the top of the gasket and the float as you measure since you've got the carb up side down?
I'll suggest that you go as low as possible on that - err on the side of 1.322... just a suggestion from experience. the holley 847 rebuild book I have even says all that about the float not the seam and then says for exact setting see current specifications so I'd like to know where the spec comes from too
