That's pretty much it! The increased rolling weight of your bigger tires makes your brakes work quite a bit harder. You can spend $1700 + per axle for new higher performance brakes, or you can learn to drive it as is. Increase your following distance, brake early, and if all else fails, use that little 'sporty' Civic in front of you as a soft spot to slow you down!

You could try metallic pads (maybe called "carbon" pads vs. the normal semi-metallic) though they tend to cause more problems then they solve.
There is an Australian company that produces replacement pads called "green something or other". I have never tried them though they are marketed as improving stopping distances on trucks with bigger tires.
Try stainlesssteelbrakes.com, they have replacement calipers/rotors from most Ford vehicles.
Are 1995 HD rear drum brakes? Maybe some rear disc brakes might be cheaper then redoing the front end.

Disk brakes in the rear would help quite a bit. I didn't really think that would be the case, since your fronts do most of the work, but they do. My buddy runs 44s also on his Hi-boy and when he threw disk brakes on the rear it made a world of diffrence. I think this is where you would see the most gain.

There is a company (can't remember who right now) who is in the R&D stage of a rear disc brake kit for the 10.25.
Your best option is to inspect your brakes and make sure they are in good shape and the rears are properly adjusted. If replacements are needed, go for the higher quality pads and shoes. They do make a difference.
I have 35's on my F350. Yes, with larger tires the braking is going to seem less than stock. I regularly pull a trailer that puts my combined weight somewhere around 20K lbs. Even with that kind of weight, my brakes feel more than sufficient.

When i lifted my truck i had the same issue. I threw on a set of powerstop drilled rotors, extreme 911 pads, and stainless braded brake lines. It made a world of difference. My truck now stops better than it did stock, with less than 400 bucks in changes. That would be how i'd start.

drilled rotors don't do anything but look nifty and crack... high quality pure aftermarket crossdrilled rotors are all well and good, but those Powerstop factory replacements are pretty much just for show. the pads and the stainless lines were what gave you the better feel.

One of the best brake pads I have ever found are Performance Friction carbon-metalic.
Bendix used to make a pure carbon fiber pad that worked real well but you had to realize that they needed to get warmed up to work They could scare a novice driver.
