fender rust idea?

first time poster here. i was wondering if on the rear fenders that are rusted out on my 84. would it be ok to take the chrome trim off and take a patch panel and put it on top of the old metal. and bled it at the seam under the chrome. or would that cause it to rust more.? thanks any ideas are welcome. i also though about getting fender flares to cover them and they put bigger tires on it. which idea sounds better? thanks for your help in advance!

fender rust idea?

well first of all you second fender flare is a better idea. i went the overlaping method in the first place. when you overlap panels it causes more problems. you trap moister inbetween no matter what you do. so they will rust mine took a matter of 3 months once they started salting the roads. and if you coat the outer most one first the inner one will rust and the outer one will be flimsee. the correct way is to cut it back and wel in new metal. if you dont want to do that you fender flare idea is better!
