It appears they have also adopted the used car importation rule as well, although this does not spell that out:

If you move to PA with your 2008 and up car that you've owned for a while and it has over 7500 miles, you can probably register it, just like CA. I would double check that.
You can not buy a 49 state vehicle in another state and register it as a new or near new vehicle in CA, and PA has adopted that rule as I read the last link.
So you can't buy a 49 state vehicle and take it home.
A 50 state is OK.
