I believe it would. It makes a noticeable difference in vent temperature on my AC unit even at 60 MPH. Before I did the install, my AC was about 42* on max at 60 MPH. With the fan it is now about 35*. That 7* difference n AC temp means more heat removal. I think it would also help your radiator shed more heat as well.

Do notice a decrease in your coolant temp gauge? If so, how much?
I do have a IR, but it would difficult to immediately pull over on the freeway and check the t stat housing temp. By the time I pull the trigger, my coolant temp would have gone down. And I don't really want to drive with the dog house off.
An oft overlooked thing with a C6 truck is that there is no TC lockup so that thing is generating a lot of heat when climbing hills and it's dumping much of it into the rad, so installing an aux trans cooler may go a long way to keeping everything else cool as well.

Has anyone considered an evaporative cooling system?
It doesn't seem too hard to hook up a windshield sprayer and a gallon or two of water.
Back before carbon brakes this solution was tried in race cars.
It takes almost 550 calories to evaporate a gram of water at boiling.
That's over 2 million calories per gallon.
It would have to make a difference.

Yes, that is something to consider, it has a factory one now. Might be a bit under sized? My fluid does not smell burnt, but you don't want to wait for that to happen.
Your evaporative cooling system.... are you referring to a water spraying system for thew driver or the radiator . Now that's wet and wild!
I don't notice it on my temp gauge because I run a 205*thermostat, so the temperature gauge always reflects thermostat temp. However, bear in mind that I also had no automatic transmission until recently; I had a 4 speed manula until last month, when I converted the truck to 4wd, including an automatic. I have an AOD with lockup, however, so it would still be an apples to oranges comparison in relation to the transmission related heat.
