need some help

I just picked up a 1990 f-350 with the 7.3 idi, 5 speed manual. This is my first diesel engine. I live in the mountains in colorado and up by me the truck runs great, you can pretty much let the clutch out without even touching the gas and the truck will take off. However, when I go into town and drop down a few thousand feet it is near impossible to get the truck rolling from a dead stop. I have to get it up to about 2000 rpm before I even think about letting the clutch out. Any suggestions? Like I said all my previous trucks have been gassers so any help would be appreciated.

Are you sure your brakes aren't locking up?

When I got it the emergency brake was disconnected. I reconnected it so I will back it out a few turns and see if it helps. Thanks
