Yes the dealer can, they did mine for 36's and its pretty accurate... 1mph off at 60, 2mph off at 80mph.. they should be able to get it right on for 35's.. they charged me $50.

Lowest setting they can get to is 00601, which corresponds to 601 revolutions per mile, pretty much dead on for a 35". Just did mine yesterday actually. Charged me $88 with tax, 1 hr. min. labor at the one dealer who knew what I was asking for.
