Just my stinking luck!!! Batteries have been on low charge for 15 hrs and all I get at the switch is tick, tick. I beat on the starter and still a freaking tick. Must have burn it up yesterday. Going to pick one up tomorrow. If I didn't have bad luck I wouldn't have any luck at all! I'm sooooo pissed!

It won't start with the ipr unplugged. Try the icp unplugged. Doing that can sometimes "unstick" an ipr.
If you get a new starter, you can get a starter for a 99-03 super duty 7.3. They are only 2 bolt starters, not 3, but bolt right in. They are a gear reduction starter that work better. The eyelet on the small wire will need to be egged out if you go this way, otherwise it bolts right in.

Ok Guys, Going to pick up my new starter. Finally I have a day to work on my truck. When I get it bolted up, going to start off trying to start with the ICP unplugged. If anyone has a next step to do please feel free to post what to do next if it doesnt start with it unplugged. I will check back on here when I get my starter bolted on. Sorry for the delay. Not much time here with work and my son playing Travel Baseball every weekend. Thanks for all and any help.

Ok Guys, Just installed my new starter and it turns over like a champ. I unplugged the ICP. Still no fire or no smoke from the tail pipe. When I unplugged the ICP it was very wet inside the plug. I sprayed some brake clean in the plug side to dry it out to make sure it wasnt crossing over. Checked rpms while turnning over and rpm guage goes up to 100 rpms and stays while I am trying to turn it over then returns to zero when I release the ignition. Any Suggestions? Does anyone have a pic or anything on the fuse boxes to tell what fuse goes where. Thought about trying to unplug the bowl heater but dont know what fuse it is.

I hope you unplugged the bowl heater and not the fuse. The fuse runs the pcm too, it will never start that way. I'm leaning towards your ipr as the main problem, you could pull it and dissassemble it to try and clean it for a TEMPORARY fix (works sometimes, but sometimes doesn't) but the icp needs replaced too if it was all wet with oil. If you pull the ipr you'll need an oring kit for sure to reinstall it. If you do this and after the cleaning it runs, I wouldn't go long without getting a new one.
One more thing you could check if you haven't is pull the idm and shake it to see if it has water in it.
