Hose inside a hose

I have recently built a flatbed for my '92 f350 7.3 diesel with fuel filler necks worked into the bed sides. When I pulled the filler hoses from the service box that I removed, I hadn't realized there was a 1 1/8" hose that actually carries the fuel inside a 2" hose that seems to be where the fumes come out during fueling. I have been having a very hard time reassembling the hoses with all their connectors and inner and outer components. Clamping is impossible so they are just pushed together....Can I just run the 2" as the everything hose and perhaps run a separate smaller (3/8 ?) hose for a vent? It has been complicated by first using a straight 2" filler cap and now I have converted them to use the core from the 'hose in a hose' filler. I want to change back to the straight 2" filler with a separate vent line, but not sure if this would lead to complications. I would love to get some input as the wood deck isn't yet on the bed and it's really easy to work on now from above. The tanks (2) have their own vents to atmosphere already. Is this double hose thing only to make it easier to fill? Thanks so much GB

If the vent is too small it will kick the pump nozzle off all the time on you.
Keep trying to get it all together.
I couldn't get my fill hose back in the tank and ended up cutting it short enough so it didn't go in the tank, but still in the rubber hose, works fine on a gasser, diesel foams more though...
