Coolant system flushed

I posted this over on the Expy forums but I know there is a lot more users over here. I flushed out our 07 Expy tonight, it left me a little confused. I drained and collected the old coolant. Topped off the system with water and ran the truck for a while with the heat on hi, then drained the system again. I repeated the process a third time. When I added the new coolant I could only get it to take 7 qts. It should take far more then that. That is going to leave my coolant strength far to low. Should I go for a long drive, come back and drain off more mixed coolant and replace it with pure coolant to increase the ratio. ???
Thanks for the help fellas

How did you drain it? did you pull the lower hose off the radiator?

If you just used the drain on the radiator, the coolant in the block and heater wasn't drained. You can pick up an antifreeze tester for about $5 at any auto parts store to check your mixture.
