Troubleshooting Check Engine Light

I have a '91 Ford Ranger 3.0L that displays a Check Engine light intermittenly. When the light comes on the engine idles rough almost to the point of stalling and when accelerating the engine surges. Gas mileage went down the drain when this problem first started and thought it could be the oxyger sensor, which I changed but did not make a difference. Is there a code reader or similiar device available that is recommended to help troubleshoot this type of problem.

Any suggestions would be greatly appreciated.

Check out the "technical information" post at the top of the board, I have a link there on how to pull the codes and another with what the codes mean.
