Is it normal for my engine to quit firing during deceleration? When I hang on the compression down a grade or approach a stop sign there's a quiet, whirring engine noise, until I either press on the accelerator pedal again or I go just a few miles an hour. It then picks up to the normal, delightfully diesel idle. It's never died, or come close to it in this scenario.

That's normal. Every 7.3 I have ever driven does that. When you're rolling along and off the throttle it more or less shuts the fuel off and just lets the engine spin. One of the benefits of electronic injection.
Supposedly they completely stop firing the injectors when the IVS is closed but the RPM is above 800 RPM's. I have no way to verify this just what I was told years ago.

That would seem to be the case with mine as the injectors go completely silent when you're coasting.
