i have a 77 ford f100 the idle screw is turned all the way in and its idling high,also sounds rough.i recently replaced the gas tank with an older tank behind the seat kind now located in the bed behind the cab dont know if that has anything to do with the idle
You might want to specify exactly what engine/carb setup you have in order for someone to provide some accurate information and troubleshooting procedures. Also, explain what you have done, did this problem all of sudden start, did you inherit it, etc... But usually this is sign of blown power valve in the carb given that the timing is at least close and there is no binding in the linkage... But again, it's hard to tell based on your very brief description.
Is the screw all the way in or all the way out? If the throttle lever is not resting on the screw because the screw is backed completely out its all the way out you probably have a vacuum leak.

Look in the mirror and ask yourself that question and apply some common sense...
I guess I've had different experiences with vacuum leaks. Mine either idled rough or not at all. Never had a high idle. You can get an inline fuel filter for about $4 at any of the big parts store and put it between your pump and carb.

Your gas tank has nothing to do with the problem. Why are you fixated on this being the issue? I originally mis-read your post; if you said it still runs with the screw all the way IN then that means you still have a way for fuel to make it into the idle circuit. This implies a blown power valve or cracked throttle body.
If your fuel line is loose, OF COURSE you should fix it. I'm surprised fuel is not spraying everywhere.
