A "chip" plugs into the back of the PCM, you would have to locate the PCM first and verify that there is either a chip in it or the black cover is still in place on the back. I highly doubt a van has a chip.
A "tuner" plugs into the OBDII port and rewrites the PCM, then is removed. the only way to know if it has one is if the PO told you about it.

The van came with a little digital readout connected under the dash. It was mounted in the cup holder on in the middle of the dash. It had a ford emblem on it and showed RPM. I heard somewhere that it was a programmed idle control for long-term idling. It had been a fleet vehicle up north on the oil fields. I disconnected it because I wanted to use the cupholder for holding cups.
I've always wondered if that controller altered the PCM.
The PO bought it from the fleet dealer and did nothing with this PCM, though he has a tuner on his own F250.
