Hard to start/Brake problem
I have also noticed a problem with the power brakes. When the engine rpm is high, plenty of vacuum, the power brakes work normal. When the engine idles down, stopping at a red light, the brakes get much harder. It takes a lot of effort to stop the truck at slow speeds, whereas at high speeds the brake pedal takes very little pressure. As my two sons will be driving this truck, I want to get both of these problems fixes. TIA.

As far as the brake problem,most likely the power brake booster is goin bad,i replaced mine on it(86 BII),it had rust hole in the back of the booster where you couldnt see,also made it hard to start at times & run a little rough because it was leaking vacuum,if you replace the booster,replace the master cylinder on the front it too,when you put a new booster on it,it pushes the the cylinder in the master cylinder further than it has been worn,thus,causing a leaks in back of it & the leaking brake fluid will ruin the seal on your new booster.
The paper work in the booster will also tell you that if you do not replace with a new master cylinder,the warranty is void.
Oh,since you must not know,dont use ether in that engine no more,it will destroy pistons & valves in a gas engine,if needed,just pour a little gas in the carb to get it started
The power brake booster holds a good vacuum, so I don't think it is a problem. What would be the best way to check out the master cylinder and the power brake booster to find the brake problem?
