Underbody toolboxes?

Underbody toolboxes?
How hard would it be to custom fabricate a set of boxes to go between the cab and the axle? (so-so welding skills and never played with hinges/latches before). Looking at the generic mass produced ones none of them are really the right size for what Im looking for (little to deep and would hang way to low)

91 F250 with a flatbed I bought used (think it was orginally off an OBS F350, got off a guy that wanted it on his highboy but framerails were wrong size). If it was just a case of make it an inch less deep Id definatly just modify it but when you start talking cutting 5" off its height you end up having to modify/replace hinges and latches anyways...

Figuring its flat sided 17"deep X 23-24" wide and 12-13" tall basiclly want it to be no lower then the cab as I already have ground clearance issues (but at the same time cant liift the truck due to other uses/passangers).
If it involved some custom molding to fit around the filler neck and acess to the leaf spring bolt it could be wider but then it trully gets complicated fab wise.
