Yes, the lifters can be replaced without removing the camshaft. You need to compress the lifter by bleeding the oil out, for extra clearance. Then you depress the valve spring a bit, and you can manipulate the follower out, then you can pull the lifter out of its bore.
Be careful of sharp edges when messing around there as the corners are not rounded at all and will slice fingers easily, especially when you have to use a lever to depress the valve a little for clearance. Things will just 'move' different from what you expect, and fingers will slip where they should not.
