The IPR is a solenoid valve that screws in to the back of the HPOP. It's got a tin nut that holds the solenoid on the stem, and it takes a 1 1/8" wrench or deep well socket to take the valve out of the HPOP.

Not sure, looking at some images of the ipr and I looks like the part that screws into the top of the motor if that's it then yes it was

Usually not starting after it's hot is low injection control pressure. If you changed the HPOP and the old IPR was put back in, the o-rings may have gotten damaged or something. Just a guess though.
