Column shifter will not come out of park

Column shifter will not come out of park
I have an older 150 (1990) with tilt wheel and an automatic over drive tranny. The shifter does not come out of the park position. This occurred just before the ignition switch would not start the engine.
I have dropped the column and removed the ignition switch from the top of the column in an effort to determine if the switch is defective. I manuallly opperated the switch and it starts the engine. The rod that comes down the column seems to be connected and moves when turning the key cylinder.
I have also removed the key cylinder from the column and still no change in postion of the column shifter lever. Then my steering wheel puller broke. (It was old)
So currently I have 2 issues -
1) The engine won't start when the ignition switch is hooked up and the key cylinder is turned to the start position. I believe the rod does not move far enough
2) The shifter won't move out of the park position when the key cylinder is in the run postion. (or any position for that matter)
My assumption is these concerns are related and the issue will be exposed when I pull the steering wheel. My question is ........ am I correct in going there?

I had a 90 bronco that something broke in the column. A shaft of some sort I believe. Most of my trucks have been manuals, sorry I don't remember the details. But it happened at the same time my switch quit working. I could start it by jumping the solenoid but it wouldnt shift. Sounds similar

OK so I got a new puller and removed the steering wheel. Partially removed the turn sig/hazard switch and removed the upper collar that has the ign key cylinder. Removed the rod and the wierd thing that is connected to it. (The other end engages the ign key lock assy.) I was expecting to see this as broken. Or at least something broken at this point. No broken parts and the shifter arm still won't come out of Park position.
I have a shop manual and it doesn't seem to help.

Look on the key cyinderl towards you, you see a small hole near where the column is. Put the key in run position, and push a small drill bit into that hole. Pull the key cylinder out, clean up where it sits in there, then go get a new key cylinder, and stick it in there. Just push it in, and turn it back. The cylinders wear out after a while, and either gum up and don't work, or the key falls out, and you don't need a key to start the truck. Yours chose to gum up

This doesn't seem likely with all you've done. Your front tires aren't jammed against something such as a curb? I've encountered that a few times where you have to bear hard against the steering wheel in one direction at the same time as you pull the shift lever out of park. Just thought I would eliminate that possibility.
