You might look into adapting a newer model system, I can't recall right now but it should be an easy project, unless there is anything related with the wiring I haven't considered.
Wiper motor speed is motor speed, there's no changing that.
If you want to change the delay between sweeps there is likely a potentiometer you can adjust, or a resistor you could swap on the control board inside the F0TF-17C476-AA governor assembly.
At the slowest setting it's not too bad but about 2x that delay would be perfect. I've gotten to where I just flick the **** on an off at my own pace but that's bound to wear it out prematurely and isn't really convenient either.
It sounds to me like there may be some components of the governor that are not the values they once were. (thinking bad capacitors here) It's just an electronic delay circuit afterall.
You might try swapping in another governor. Get a cheap one from the junk yard and see if the interval changes, before you spend big bucks on a new unit.
I'm just thinking out loud here, so no guarantees... I know that when mine is on the slowest setting, I wonder if mine are EVER going to swipe again!
