I have a 1998 flareside f-150 and my bumber has some nasty dings in it from trailler jack-knifes. I have taked to local aftermarket shops and they have no type of plastic cover and ford does make one. Does any body have any ideals i tried fixing but rusted through. Is a new bumper my only option.

Have you investigated powdercoating? There's a color that looks VERY much like chrome, or you could go to black or body-color for a more custom look.
