This sight explains how to test the EEC-IV system real well - you don't need any special tools - just a jumper wire and count the number of times the check engine light flashes.
[updated:LAST EDITED ON 23-Aug-02 AT 02:32 PM (EST)][edit] turns out the voltimeter wasn't working correctly. I couldn't find out why until i read the label on the side of the unit. It said "Radio Shack". Had to resolder the leads on the spikes, then it worked fine! Now i just have to figure out if i'm reading this code right. Thanks, carl, for the link! [edit]
