Is this the vacuum control to the tranny that bolts up to the throttle at the injection pump? If so, Ford used a special vacuum measuring thing to set it up. Here are some threads from another board that talk about setting it up.

See if you can do some more searching, the offical name I believe is "VRV" or something like that. In that link, all they are doing is adjusting it, driving it, and adjusting it till it shifts correctly.
