I'm one of those that believes if you are going to use HIDs, they should be put in a reflector system that is designed for the characteristics of an HID bulb.
My ideal, non-HID setup would be to upgrade the wiring harness and slap in some Philips Xtreme Power bulbls.
Right now i'm running with stock '01 light housings with Silverstar Ultras and a relayed harness. They're aimed as well as i can get them and still they don't light the road like my car or the wife's scion. I too believe that HID's should really only be used in projectors or reflectors designed specifically for HID but the Ex is not a daily driver and i can't justify the cost of having Caesar do a bi-xenon retrofit (which would be ideal). BTW, his bi-xenon retro is the s***. I've been running that setup in my WRX for years and it's phenomenal.
Get rid of those '01 housings because they're horrible. Replace them with some '02-'04 housings; the improvement was awesome. The headlights that you gave us a link to are probably better than the '01 lenses too but we all know how headlights that are not OEM can be hit or miss. I'm just saying that perhaps you will satisfied with the light output that halogens provide with superior housings.
i've heard the 02-04 put out alittle better then the 05-07 but i dont know personally.
i do know that the 01-04 headlights have a great cutoff and i aimed them and have not been flashed with any of my excursions with these same headlights and HID kits.

Do you happen to have any photos of the light pattern against a wall or something like that?

What do you do about inspection? I passed every time when I had my DDM Tuner HIDs with the hi/low. Those dont have a high.
It's a bixenon unit so it has a hood that moves via solenoid to create the effect of a hi/lo setup. If You've ever read Posts about "true bixenon", that's it. Mechanically, it's the same setup that's in my car...however my car got the top-of-the-line oem hid equipment (at the time).
