Assuming there are no leaks in the plumbing from tank to motor, or along the fuel rail, and none of the injectors are leaking, there is a check valve on the output of the in-tank fuel pump. The check valve's function is to keep the pressure from bleeding down after engine shutdown, thereby helping to prevent long cranking or hot starting problems.
Your chosen title doesn't tell anyone much, and you shouldn't be calling people names on your first post. Kinda rude.
Get a gauge, and check the pressure. If it bleeds down after you turn the key to off, you have 3 choices that won't cause external leaks: 1)leaky injector(S), 2)leaky regulator and 3) leaky check valve in the fuel pump. No 1 might cause hard start as it could 'flood' the intake and make it too rich. Nos 2 & 3 would just let the pressure drop. No 2 can be checked by pinching the return line if you have one. I dunno if 96 was returnless or not.

thanks guys out of 70 views you were the only two to post replies, assuming the pump and regulator are ok,would a cloged fuel filter cause this condition? the last time this happened abot a year ago I replaced the filter and it fixed the problem. could be next week before i can get a pressure tester

I would begin by thinking there must be something wrong with me if 70 people ignored my 2+2 question. Maybe you like to slap around the dog, but if you want anything from him, that won't work.
I would recommend taking the gas cap off and backing a new truck under it, but I doubt you could find a salesman to work with. That's about as much an answer as you deserve.

Those same 70 people are probably looking at you like "well, if it's such a simple answer, why aren't you answering it?"

If you can't be bothered to think about such a "simple problem", why should we?
