So I have a 71 F-250 with a 360. The truck has been having issues passing smog in Nevada and I've tried adjusting the carb every which way. I'm thinking that the amount of carbon in the exhaust system is through the roof since the truck has the same exhaust system from when it was produced. Has anyone ever used the seafoam treatment on their rigs or do you think its better just to get a new exhaust system (headers-back)?
Nevada makes you smog a 1971? wow California stops at 1975.
Fixed it for you, CA smog tests all 1976 and newer vehicles.

Not so...CA vehicles could have Evaporative Emission (introduced 1970), Smog pump (introduced 1/1/1966) and the NOX device introduced in 1967, 3 or 4 way valve threaded into t/stat housing.
PCV mandatory in all sold new CA vehicles beginning 1961.
Evap/Em: Mandatory in all sold new CA Passenger Cars/F100's, Bronco's and E100's 1970/72. 1973, required on all including F350's.
1966, 1967 F100's sold new in CA required T/E (Thermactor Emission-smog pump) as did early 1968's.
Vehicles that came into CA from out of state could not be registered until PCV (if not equipped) and NOX device installed. Why? At one time CA smogged all 1950 and newer vehicles, I kid you not.
Autoparts store NOX device spliced into upper radiator hose, had vacuum lines to dizzy. I had to install these terds on my '50 Olds 88 Club Coupe, 5 different 1950/56 Packards in order to register them.
After registering them, took the terds off. Later found 'someone' that would 'sign them off' which back then was a 'slap on the wrist' misdemeanor. Today, it's a felony!

I was as shocked as you were when I was told it needs to pass smog, since the truck was built without a catalytic convertor.
I sent it in to the shop though because I didnt have time to fix it myself
No cat converters on F100/350's until 1977, and then only on certain engined F100/250's sold new...in CA, could be other states, dunno.
CA smog tests 1976 and newer vehicles and at one time tested 1950 and newer vehicles. So why would you be shocked at the fact that no 1976 or earlier F100/350 came with a cat?

What do cat converters have to do with a smog test for pre 1977 F100/350's? First year for converters was 1977, but only a few specific engines/GVW's came with them initially.
Vehicles were smog tested here in CA long before cat converters were introduced, at one time it was 1950/72, today it's 1976 and later.
1971 F250/350's sold new in CA would have PCV and the NOX device. 1971 F100's sold new in CA would have PCV, NOX & Evaporative Emission.
I don't know where your truck was sold new and I don't know what emissions equipment (besides PCV) NV required in 1971.
