The ones that I used have the cut off line. It's just mot as crisp as projectors.
Now if you want projector lenses, I can link you to some later when I'm on the computer

I would like a totally plug & play set of qualitly HID's that have a nice cut of line like in the obove pic. I don't want to fab up brackets and rig them to work. Which company offers such a kit? Part# or link?

Well you've got a couple options.
Here are some DOT E spec lenses. These bad boys cost a cool $1000 (because they are E spec)
Xenon HID Headlights - Brightheadlights-HID.com - HID Lights, Euro light lighting Kits. Headlight Upgrades
On the other end of the spectrum. They also make them in black
Universal Spyder Projector Headlights - 7 x 6 Inch - Chrome - PRO-CL-7X6-C by Spyder
