An axle flip is worth 4 to 5 inches. Any more than that and it won't have much of a frame behind the C-notch and very little travel.
As far as the amount lowered, that depends on the reference point - centerline of axle in relation to the body or the body in relation to the ground? The latter is also dependent on the planned sidewall height.
Why not just do the 4-link now? Seems like double spending to do an axle flip and then the 4-link later.
