2000 5.4 hesitation

2000 5.4 hesitation
I own a 2000 F150 with 36,000 miles. When engine is cold it will hesitate and seem sluggish in first gear. The dealer had it for four days and they say they did every test they could think of including checking the transmission. There answer was that it is the "nature of the beast" as the vehicle is designed for the best fuel economey and runs rich when it is cold. Anyone else run into this "symtom"?

NO, it shouldn't do this. They told me the same thing about a slight miss at an idle, yet all of the other 5.4L's I've been in don't do this. Try another dealership.
