Well first off you need to ground pin #6 of the self-test connector and turn on the key to see if the fuel pumps run all the time the key is on.

Push the schrader valve on the fuel rail and see if you have fuel pressure. Maybe the regulator has failed?

Does the pumps run for one second and quit each time you turn on the key with pin #6 NOT ground?
If NO then either the computer is bad or the computer does not have a good ground or there is no voltage to it.
If no, start by checking the small black wire with a green stripe at the NEG post of the battery. If this wire is not there it will not run. This wire may be married to another small black wire with a white stripe. Also look at the radiator support in front of the battery for these wires as they may be bolted to the support with a larger wire running back to the NEG post of the battery.

Sounds like the computer is not getting the PIP train from the Distributor.

OR
The injector wiring is open to the computer or the red wire is not powering the injectors.
Check with a test light on the red wire at any injector.

OR
There is a blockage in the fuel supply lines or the fuel pressure regulator is stuck open.
Check with a fuel pressure gauge at the fuel rail.

Also check that the EGR valve is not stuck open.

red wire has 11.7 volts on it when the key is turned on <battery is little low have been working on the truck for a few days now >

fuel pressure is all new parts but looks like i will have to buy a pressure gage to make sure its not that none of the parts stores around here lend them out any more .

how would i check the pip out of the distributor?

and thanks for the help on this bud its making me nuts lol

Since you have power at the injectors, you need to find out if the computer is firing them. Put your multimeter across both injector wires on an injector. With the key on run, it should read 0 volts. With the engine cranking it should pulse 12v. If your multimeter is not fast enough, you'll need to go to an auto parts store and rent a solenoid/'noid/injector test light. It should blink if the computer is firing the injectors.

Here's a way to find out if the computer is receiving a PIP signal: First turn the key on and verify the 1 second fuel prime. Then you'll want to crank the engine briefly and once you let the key go (leave it at RUN, don't turn it off) listen carefully for the fuel pump. After the engine stops rotating, the fuel pump should continue to run for another second.

You would have to unplug the computer plug and put an LED across the pins in the plug that the pip comes in on and ground (56 PIP & 16 IGN GND).
You can use the LED in the photo below but would have to put different ends on the LED than in the photo to get on the pins in the computer plug.
Then crank the engine and see if the LED flashes.

Good idea but make sure the engine makes a complete revolution as the computer will not ground the injectors or run the fuel pump until it has.

That means the computer is receiving a PIP signal, however it doesn't mean that the wiring between the injectors and the computer is fine. You'll want to check continuity between the injector wires and Pins 58 and 59 on the computer.

Injectors 1,3,5 go to Pin 58, while injectors 2,4,6 go to Pin 59. If the wiring is good, I'd still check the injectors out with a test light and see if the computer is pulsing the injectors. A bad sensor could cause the computer to not inject enough fuel - or low fuel pressure could also cause similar issues,
