Icm and PCM were disconnected. Icm has been replaced. Continuity to ground is 227 ohms.

Then service SPOUT circuit for short to ground.

Right. Since the spout circut seems to be only one wire not connected to anything else than the PCM I was going to cut the wire at the spout connector and at the PCM and run another wire for testing purposes. If there are problems after that I am going to pull the PCM and look for internal circut damage.

Fixed. I replaced the wire from the spout connector to the pcm. No more backfires, no more stumbling. And the wire from the spout connector to the PCM is one straight wire. It doesn't connect to anything else.
