clicking/wait to start light problem

clicking/wait to start light problem
so just recently when I turn key to on position there is a fast repetative clicking coming from behind the dash and my "wait to start light" wont come on. I sat at the gas station yesterday for 10 mins and finally after cycling the key on and off I got lucky and the clicking stopped and wait to start light came on then the truck started. This morning same thing.......clicking finally stopped, light came on, I waited for light to go out and it fired right up. HELP???

batteries tested at a little over 12 volts each so they are good. I found the clicking to be coming from underhood fuse relay #4........not sure what it does but I replaced it and now there is no more clicking and truck starting fine so seems like that problem resolved. NEXT issue is that my Alternator is only 3 months old but it putting out 15.8 volts to both batteries!. I have recently been having a flashing OD button problem and code said P0720 which was OSS sensor, I replaced that and still same problem, I read that a bad alternator can have interference with the tranny sensors causing problems such as mine.....maybe my alternator is my issue on that. Opinions?
