How do I test it. Trying to help my neighbor. Only getting 5.8 volts at the motor plug. Tried running hot wire direct to the HIGH SIDE from the battery with the motor mounted and didn't get anything. He has a new motor. Mounting the motor grounds it, right?
Everything else on the lever works. The truck was previously owned by his Father who had run an exteriour switch that was wired directly to the battery with no fuse. Neighbor removed the switch thinking the motor was probably fried. New motor doesn't work either. Does anyone have a schematic for this area? Oh, it's a 96 F-150. I'm asking here because his lever looks to be the same as my 02 PSD. Neighbor has a CHILTONS manual but the schematic isn't very good once it gets to the GEM.

I just went through this same thing with my Ranger. I changed the whole lever and still had no wipers. I switched the wiper relay with the horn relay and guess what happened? The wipers started working. I have a spare lever now.
Thanks Rick. This is exactly why I told him I would ask in here for some help.
Hopefully the two relays are the same on his truck. That's what you did right? Then went and purchased another relay since you wanted your horn back....ha ha
Edit: You mean the relays in or near the fuse block under the hood?

Yep, just put the horn relay, or any similar relay in place of the wiper relay. I still need to go and get a couple of new relays. I need to get the horn working again.
I hope that is his problem.
EDIT: That's where they were on my Ranger. I havn't looked where they would be on our trucks. I would think they are under the hood.
