COP bolt

How tight should the COP mounting bolt be?
I replaced #2 and found that the #1 COP was loose enough to wiggle the COP back and forth.
Is that normal?

I just "snug 'em up". They usually tend to move slightly side to side.

Oh BTW, I also noticing slight valve cover oil residue below gasket area that I can see, I remember an ole 300zx had same issue and I snugged up the cover bolts on the V6 and that cured issue. Could that also be inherited 100,000 miles+ on the 5.4L?
