1997 F250HD Diesel Surges when pullin a Horse Trailer

Could use some help, any ideas where to go looking, mechanics are lost, 1997 F250HD with 85000 used primarily to haul horses, recently started surging, jump of about 300 rpm, seems only to be when towing trailer.
