I had the cruise control not turn off /disengage yesterday. I was rolling down the interstate at 65, got off at my exit, and tried everything to turn it off. I had the whole family and it was pouring rain. I was able to make a right off the exit and I had a long open stretch to work on it. Dropping the car to 2nd didnt help, so I finally slowed to 35 or so (it wanted to get back to 65) and put it in neutral, and back to Drive. Neutral did the trick...
That is frightening. The cruise control should disengage via the brake pressure switch (located on the brake fluid tank) or via an electronic switch. For both of these mechanisms to fail...
I don't know the X's cruise control system well. I have had a similar experience with the Wife's Miata. In her case the cruise control cable that connects to the throttle got hung up on a misaligned bracket that held the cruise control vacuum can. No electrical input was effective at that point as it was purely a mechanical issue. Cost us a set of brakes as she fought it in very heavy California traffic on I-5 and finally got to where she could go to neutral, cut the engine and get off on the shoulder.
In times of emergency like this... put the beast in neutral and let it bounce off the rev-limiter if it has to. You will still have powered systems/brakes/steering and can just pull it over and then shut it down.
