Is it leaking? If so its repairable. The low cost way is to pinch off and solder or epoxy the leaking tubes. I agree it may not be worth putting money in a radiator that may be near the end of its useful life.
If its not leaking, you can straighten the fins carefully with a small screwdriver or radiator comb and give it a try.
