Should be the same dial you "turn" to put your headlights on, should be able to push in on that same dial?
X2, look to the right of the headlight dial. There should be a little round light indicating when the fogs are on. Push straight in on the headlight dial and it should go off as will the fog lights.
Sounds like whomever installed them may have wired them to come on with the headlights. Could be they did't want an extra switch. Try to find out where they tapped the wire. Could be up near the headlight switch. 2000 Excursion did not have a foglight option so the OEM switch won't pull out or push in.
Mine are that way. It had the fog lights but it was the switch for a truck without fog lights so there was no way of turning them on. So I ran a jumper wire on the jumper wire from the headlight wireto the fog light wire. I don't know if the switch went bad and they replaced it with the wrong switch or what.
My 2000 XLT had a fog light switch in the truck to turn them on or off, when on they would only come on with the headlight switch on park or headlight setting. The switch was mounted down low at the bottom edge of my panel to the right of the computer access plug.
