I don't think the mobile version of the site properly supports file uploads, so that might also be the problem. You should try it on a regular PC.
You also want to make sure the number of lines of text, and the size of the picture, are within the site limits.
For 69CJ, I have no idea why you can't add an Avatar, unless you are trying to do it with a mobile device.

For signatures (the lines of text and pictures at the bottom of our posts) you need at least 25 posts, and then it takes a day or so for it to become active. I see you've got enough posts, but if you passed 25 within the last 24 hours, you might have to wait a day.

Bill, I've tried it on 3 diff. computers. Two laptops and my home pc. No luck on any.
