So I was pretty sure they would not fit but I have recently been told differently. i have an EARLY 99 and I was told that wheels from earlier years would fit my axels because they didnt change the pattern till LATE 99. Is this true?

no, '97 was the last year for the standard 8 lug, no 3/4 or 1 tons in '98 and the metric pattern in '99 on f250 and f350
